City Safe is a team that has been created by the City of Rockingham to bring together and tackle issues of community safety and well-being. The team comprises of professionals in the fields of Community Safety and Security, Fire and Emergency and Ranger Services.
The City of Rockingham acknowledges that the best way to prevent crime and enhance community safety is through partnerships involving WA Police, State Government Agencies, Local Governments and the community.
The City Safe team's main roles are to protect community assets by providing information and education to the community on safety and security issues and to encourage and promote partnerships with and within the community.
City Safe works in partnership with the community on a number of programmes including:

The City of Rockingham has introduced a Community Security Service that will deliver an operational role in the area of community safety and crime prevention through the hired services of Wilson Security, an experienced and accredited security provider.
The service is primarily a response service operating 24 hours a day, seven days a week throughout the year, including all public holidays with four mobile Security Patrol Officers on duty at all times. No matter where you live in the City you can access the service day or night by calling 1300 657 123
The City of Rockingham will be divided into three designated zones each with a dedicated patrol vehicle, the 4th vehicle acting as a roving support between the designated zones. The zones have been set up to ensure all areas within the City of Rockingham have comparable coverage.
Clearly marked patrol vehicles are equipped with two-way radio communication and are fitted with global positioning equipment to track their movement.
The main role of the Community Security Patrol Officer is to observe report and monitor incidents of anti social behaviour and other issues involving safety and security within the community.
Licensed Security Officers will respond to a wide range of issues including:-
- Anti social behaviour
- Vandalism
- Suspicious behaviour and activity
Security Officers will also provide extra patrols in hotspot areas.
The Community Security Service will also offer a confidential "Holiday Watch" service that can provide random patrols of your property when you are away on holiday.
You can access this service 24 hours a day, seven days a week by calling 1300 657 123. Call centre staff will then record the details of the incident you wish to report while sending the information to the patrol officers directly to ensure a rapid response.
If a call is of a serious criminal or violent nature you may be advised to call the police directly on 131 444 or 000 in an emergency.
To enable patrol officers to respond quickly to your call, please supply the following information:
- The location of the incident – street name, including number, and suburb and try to give a point of reference if you can - nearest intersection, near shops, park or reserve
- Details of the incident and who is involved, descriptions of any persons involved
- Vehicle registration details and description
Operators can also provide you with a call log number if requested.
The Community Security Service will work closely with local police, to exchange crime intelligence and information. This will assist and support the police in their investigations which may lead to arrests and the successful prosecution of offenders.
The Community Security Service is not a secondary police force and does not replace the work of the Western Australian Police.
If you require police assistance which is not an emergency you should call 131 444 reporting incidents such as, but not limited to:
- A burglary
- Suspicious activity
- A disturbance or breach of the peace
- Neighbour dispute or domestic incident
- Anti Social Behaviour including noisy parties, hoon driving
- Damage to property for insurance purposes
When reporting incidents to the police assistance centre on 131 444 you can remain anonymous if you wish.
Only call 000 in an emergency situation, for example:
- A serious offence in progress
- Any situation where life or serious injury is threatened
- Motor vehicle accident where persons are trapped or seriously injured
- A serious rail, air or water incident
- Any incident which poses an immediate threat to cause danger to persons or property
- Explosion, bomb incident or threat
When reporting information that you feel may be of use to a police investigation, reporting suspicious activity retrospectively or anonymously, you should call Crime Stoppers on 1800 333 000.

Crime Prevention Through Environmental Design or CPTED (pronounced septed) uses the built environment to reduce the opportunity for crime, increase the perception of safety perceived by authorised users of a space, while increasing the perception of risk perceived by unauthorised users of a space. In other words, people who are meant to be in the space feel safer, and those who are not meant to be there feel more at risk of being seen, challenged or caught.
CPTED principles can be used to manipulate human behaviour, thereby encouraging desirable behaviours whilst simultaneously discouraging unwanted behaviours.
All City Safe staff are trained in the ideology of CPTED and these principles can be applied to all environments.

City Safe in partnership with Rockingham Police are involved in an effective CCTV System Volunteer Monitoring Project. Volunteers monitor the CCTV System in line with legislation, crime trends and crime 'hotspots.' All information is recorded and stored by the City of Rockingham for investigative and prosecution purposes. All volunteers are required to undergo Police checks and training before being eligible to join the team.

Our aim at City Safe is to reduce the effect of graffiti vandalism has on the community by:
- Erasing graffiti as soon as possible
- Educating the community in graffiti management
- Assisting the Police in relevant investigations, with footage from the CCTV system and from digital images taken by Council employees
- Working in partnership with Police
- Increasing a a sense of community ownership and pride
- Reducing the community’s long term clean up costs
City Safe is committed to employing a co-ordinated, multifaceted approach to graffiti tagging. At the core of this plan are the principles of prevention, reporting, rapid removal and education.
Reduce the likelihood of graffiti vandalism on your property by:
- Planting creepers and foliage along walls and fences
- Painting in dark colours
- Keeping your property well maintained
- Install sensor lights making sure the area is well lit at night
- Investigate the benefits of having an anti graffiti coating applied
- Remove any and all graffiti as soon as possible to deter a recurrence
Research from around the world suggests that rapid removal is the most effective tool in reducing graffiti. By removing graffiti as quickly as possible the rewards sought by offenders are lessened. For example one of the aims of graffiti tagging is to have the tag seen by as many people as possible, by removing graffiti quickly the impact is reduced.
If you see someone in the act of graffiti vandalism you should report it to the State Graffiti Hotline on 1800 44 22 55.
The City of Rockingham is responsible for removing graffiti from infrastructure managed or owed by Council. This includes footpaths, street furniture, sculptures, artworks and its buildings. If you see graffiti vandalism on Council property you should report it to the City of Rockingham either via this website or on the Council Graffiti Hotline on 1300 852 843.
Within the City of Rockingham private property owners are responsible for removing graffiti on their property. If your property is graffiti vandalised you should report it to the State Graffiti Hotline on 1800 44 22 55.
To be successful graffiti management requires a commitment from the City of Rockingham, community members, property and infrastructure owners, the State Government and its agencies, neighbouring municipalities and other stakeholders. City Safe is involved in a number of successful and exciting school and community based projects, some of the initiatives are listed below.

The Adopt a Bus Shelter Project involves using a variety of art form applications to enhance the appearance of bus shelters and then rating the effectiveness of the art form in deterring and resisting vandalism. Students work with a local artist to produce public art using graffiti resistant materials to visually enhance the streetscape and to deter graffiti vandalism. Community themes of respect, acceptance, friendship and pride in ones community are fostered. To date these shelters have been very successful in detering graffiti.
City of Rockingham Mayor said, "the purpose behind this project was to empower the a group of people that use buses regularly and to give them ownership of these areas, as well as build a sense of community pride. Bus shelters are one of the most frequently damaged and vandalised facilities in the City and this test project will hopefully help Council find a type of shelter that attracts less vandalism."
Are you sick of graffiti? Would you like to help get the message out to graffiti vandals that tagging won’t be tolerated in your neighbourhood?
Volunteers assume responsibility for the removal of graffiti vandalism from bus shelters and underpasses. City Safe supplies volunteers with paint, a bucket, a brush, gloves, masks and a scraper. This project has proven highly successful with a marked reduction of graffiti vandalism on maintained structures. If you are interested in helping the community to paint out graffiti vandalism please contact the City Safe Resource Centre on 9592 4166.
City Safe are involved in visiting schools and colleges to deliver interactive presentations that highlight the costs of graffiti vandalism to the community and the atmosphere graffiti vandalism can create. Research and practice reiterate that there is no quick fix in relation to graffiti vandalism and that long term strategies, as those mentioned above, are most effective.
A graffiti management strategy must adopt a holistic and sustainable approach by addressing graffiti from a number of different angles, including youth development/diversionary programs, which incorporate urban art.
The success of an urban art program, which aims to manage graffiti within communities, is determined largely by the extent to which young people are engaged. In order to engage individuals, legal opportunities for urban art must be provided. Once involved, education should be a key component of the program to educate individuals about other forms of art as a means of self-expression. All requests for repairs should be directed to the Citys Works Depot on 9528 0364 and Graffiti on Council property should be reported to the Graffiti Hotline on 1300 852 843 or Report Graffiti Online. Graffiti on private residential or business property should be reported to the State Graffiti Hotline on 1800 44 22 55.
The City Safe Resource Centre is a Local Government resource available to the community, providing advice and information about Community Safety and Crime Prevention. It co-ordinates community safety programs such as Neighbourhood Watch, School Watch, Safety for Seniors and the Graffiti Paint Out Project. Information is available on other programs including Safety House, Constable Care and the CCTV Camera Monitoring Project. Free Security Appraisals are provided as well as the use of engravers for marking of valuables.
The City Safe Resource Centre is located on the 1st Floor, Lotteries House, Civic Boulevard, Rockingham and is open Monday to Friday, 9am – 3pm.
Safety for Seniors is a program run by the City of Rockingham and the local Police, aimed at supporting safety for seniors in the Rockingham community. Contact the City Safe Resource Centre on 9592 4166 to register and receive your Safety for Seniors member pack. Members also receive the following services:

- A free personal attack alarm
- Registration for the Safety for Seniors phone link service (monthly safety follow up calls)

The City of Rockingham, supported by local Police and Office of Crime Prevention has introduced a program to help seniors to improve the level of security within their home.
The City of Rockingham will contribute up to $100 towards the cost of installing a range of security items including sensor lights, security door and window screens, window and door deadlocks, home intruder alarms and smoke detectors.
If you are in receipt of a valid Pensioner Concession Card or Seniors Card you can apply to the Seniors Security Subsidy Scheme to see if you are eligible for the subsidy.

Seniors can select one or more items from the table above, for example you can select one security sensor light ($50) and one smoke detector ($50) total $100 - you will receive $100 subsidy. If you choose to select two security sensor lights ($100) and one smoke detector ($50) which totals $150 you will receive $100 the maximum subsidy limit. If the cost of the item is less than the subsidy amount you will only be reimbursed for the cost of the item and any installation costs.
If you are interested in accessing the Seniors Security Subsidy Scheme then you will need to complete an application form. To obtain a copy of our simple step by step application process and information about the scheme, then talk to one of our City Safe staff on 9592 4166, or you can visit the City Safe Resource Centre on 1st Floor Lotteries House, Civic Boulevard, Rockingham, 6168 between the hours of 9am and 3pm Monday to Friday.
IMPORTANT if you would like to take advantage of the Seniors Security Subsidy scheme you will need to ensure that your application is approved by the City of Rockingham before the purchase and installation of any security devices. This City of Rockingham cannot reimburse residents for devices installed without prior approval. The subsidy is not offered retrospectively.

- Make sure all doors and windows are locked before you leave
- Keep fly screens locked when you are in your home-remember fly screens stop flies not people!
- Never leave keys outside your home
- Cut back shrubbery around the house to ensure natural surveillance
- Make sure your house number can be seen clearly from the road
- Keep the area around your home well lit at night
- Keep garden sheds, garages and side gates locked
- Make sure any tools or ladders are locked away
- Keep your post and metre boxes locked
- Install a burglar alarm
- Have all your valuables engraved or property marked
- Always keep money, handbags and keys out of view away from doors and windows
- Never give personal details over the phone
- Fit a door viewer and never let strangers into your home

Neighbourhood Watch is a Police and community based program, aimed at reducing preventable crime in your neighbourhood. Its free to join, simple to participate in, and can involve everyone in the community.
When you join Neighbourhood Watch you will be provided with a member pack, including an information booklet about Neighbourhood Watch, letterbox plaque, window stickers, fridge magnet and latest newsletter. We encourage you to display the Neighbourhood Watch signage to show that you are a member and to deter the would-be thief.
We also encourage you to talk to your neighbours and friends about becoming members of Neighbourhood Watch, keep an eye on each others home and report suspicious behaviour to the police. By becoming a Street Rep, you will be responsible for promoting Neighbourhood Watch to your street. This involves recruiting new members and delivering newsletters to neighbours on your street. You are welcome to attend committee meetings, which are held once a month at the Resource Centre.
This is a great opportunity to hear about what is happening with Neighbourhood Watch and to discuss any safety concerns you have about your street or area. Representatives from the local police station and Council attend these meetings so you can be sure that your concerns will be heard and passed on to the relevant parties.
To become a street representative you will need to fill out all details on the registration form so we can carry out your Police Check (free of charge). Once this has been approved we will ask you to make an appointment to come into the Resource Centre to receive your ID badge, information file and ask any questions you might have about the program.
To register as a Street Rep, please print and complete all sections of the Representative Registration Form and mail to the City Safe Resource Centre. Please ensure you have filled in your drivers licence, birth date and signature, so a Police Check can be conducted.

The Safety House Program is an organised preventative method of protecting children. The program is community-based and its aim is to provide a safer environment for children in transit to and from school.
This is achieved through establishing a network of Safety Houses in an area where children can go if they require help or protection. It acts as a deterrent to undesirable people coming into an area and approaching children whilst they are by themselves to provide children with the skills and confidence to feel safe.
The Safety House Association of W.A. Inc. manages the Safety House Program on a state-wide basis with the management committee consisting of members of local committees elected at the Annual General Meeting and representatives from the Education Department, Police Department, S.S.T.U and the Western Australian Council of State School Organisations.
How do I become involved in the Safety House Program?
There are numerous ways to become involved in the Safety House Program, such as the following:
- Join a Local Safety House Committee
- Become a monitor of Safety Houses in your street
- Get involved in activities such as National Day and Safety House Week
- Financially support your Local Safety House Committee or the Safety House Association
All of the previously mentioned options can be organised and arranged by contacting the Rockingham Safety House Regional Coordinator on Ph 9528 1586 or Mob 0402 040 356.
To become a Safety House yourself, you must be a responsible adult, who:
- Cares about the well-being of children
- Has been interviewed/screened by the Local Safety House Committee
- Is available during peak school traffic hours
- Has been police checked and approved
A Safety House is clearly identified by a yellow and black triangular smiling house sign, known as Ima (seen to the right), that is affixed to letterboxes of participating houses. Commercial premises may also be Safety Houses, in which case the sign is affixed to the front window near the front door or entrance.
Safety House people assist children in need by offering them help and protection. Children can also use a Safety House as a refuge in emergency situations such as molestation or stranger approaches. The Safety House person will then call the Police and the child's parents while offering protection.
In non-emergency situations such as frightened, lost or bullied children, the Safety House person will contact the child's parents and offer protection, but will not notify the Police in these situations.
Children can use a Safety House whenever they feel scared, unsure, or need assistance. More specifically, when they are:
- Approached by a person who makes them feel scared or causes them harm
- Involved in an accident
- Being bullied
- Ill, or are injured
- Feel lost, or are frightened
The City Safe team are available to provide community safety talks to schools and community groups in the Rockingham area. Arrangements can be made for the following officers / personnel to attend:

City Safe and Neighbourhood Watch displays are held at a number of shopping Centres and community events throughout Rockingham. The displays provide community safety and crime prevention information and advice to members of the public. Please contact the City Safe Projects Officer for dates and locations of upcoming displays.

The City of Rockingham’s Graffiti Management Program received funding through the Australian Government's National Community Crime Prevention Programme (NCPPP) in late 2006 to fund a range of graffiti management and CCTV programs for the Rockingham community.
A number of the graffiti and CCTV programs and projects on this page are funded (wholly or jointly) through the NCPPP and will continue to be until early 2009.
