Review of the Rockingham City Centre Plan

Introduction

Council has completed Stage 1 of the review of the Rockingham Strategic Regional Centre Development Policy Plan. Stage 1 of the strategy was developed during 2007, in consultation with major stakeholders within the City Centre.

The review has been undertaken in association with the Department for Planning and Infrastructure and Rockingham Kwinana Development Office.

The proposals set out a bold vision for the future development of the Rockingham City Centre.

Stage 1 of the study includes an overall Concept Plan, draft Framework Plan, with a preferred access and movement network.

In September 2007, Council endorsed the draft Stage 1 Report for community consultation. The review plans were on public display for 6 weeks over November and December 2007.

Council undertook an extensive publicity campaign to advertise the review plans, including numerous newspaper advertisements, press articles, webpage articles, extensive letterbox drops, public exhibitions at the SpringFest and fixed displays at the Council building and information displays at all public libraries.

Thousands of copies of the Stage 1 Review Information Brochure were given out to the community during the exhibition period.

What was in the Stage 1 Review?

The study area includes over 600 hectares of land stretching from the Rockingham Railway Station, City Centre, Murdoch University, Dixon Road sporting fields through to the Rockingham beachfront, including the Waterfront Village.

Improved transport access and connectivity is a major issue being addressed, with particular emphasis given to improved north-south connectivity. Importantly, the plan makes the local transit system the focus of an intensified corridor of mixed use development between the City Centre, education campuses and the beachfront.

A draft Framework Plan illustrates how development could be arranged across the Centre. It provides for a revised configuration of built form in the City Centre and through the proposed Smart Villages to the north and south of Dixon Road.

The plan focuses on areas where there is the greatest potential for integrated Transit Oriented Development - including land in the City Centre, Waterfront Village and along the City Centre Transit System.

The review has also examined potential sites for the proposed Rockingham Contemporary Arts Centre.

Draft Framework Plan

The draft Framework Plan:-

- proposes 115,000m2 of retail floorspace and 100,000m2 of office floorspace within the City Centre, Waterfront Village and the proposed new, high intensity activity corridor (including the Smart Villages).

- applies TOD principles to more than triple the anticipated population within the walkable catchment of the RCCTS. The area could yield approximately 20,000 dwellings and a population of 36,000 (based on 1.8 persons per household) at a gross average density of 62 persons per hectare.

- This outcome would exceed the accepted light rail transit threshold density of 50 persons per hectare.

Public Submissions

At the conclusion of the public consultation period, Council had received 9 submissions, raising the following issues:

(i) Expanded Application of Metropolitan Centres Policy SPP 4.2 Objectives.
(ii) Suggested improvements to the legibility of the movement network.
(iii) Clarification re certain assumptions in TOD section including: adoption of 600m radius for walkable catchment of transit system; adoption of household occupancy rate of 1.8.
(iv) The need to make provision for cyclists throughout the Centre Plan.
(v) The need to make adequate provision for pedestrians and other, non-motorised forms of transport.
(vi) Objection to suggestions for improved street connectivity from the south into the centre.
(vii) Objection to suggestions for improved street connectivity from the north into the centre.

Each submission was assessed by the Consultant team. The response by the Consultant team on each submission/issue was set out in a Schedule of Submissions.

Council Consideration

The Stage 1 Report was considered by Council in February 2008. Following consideration of the various issues raised, and the responses to those issues by the consultant team and City officers, Council resolved to endorse the long term planning framework and transport network recommendations for the Strategic Regional Centre, as set out in the Stage 1 Report.

Council also resolved to proceed with the Stage 2 Study Tasks, in accordance with the approved Scope of Works.

Further Work

The Consultant Team will now proceed to Stage 2 of the Review, which includes the following tasks:-

- Refine preferred Regional Centre Framework plan.
- Prepare a draft 1:2000 City Centre Indicative Development Plan.
- Revise and update draft Precinct and Sub-Precinct boundaries.
- Prepare draft Precinct and Sub-Precinct Policies and Concept Plans for City Centre and interim Precinct Guidelines for identified Urban Villages.
- Identify major utility services and any necessary enhancements.
- Prepare interim implementation strategy, including statutory, land tenure and management recommendations and possible staging priorities.
- Prepare draft Stage 2 Report.
- Council preliminary review of Stage 2 Report.
- Consult with relevant State government agencies, stakeholders and the community through an exhibition dialogue.
- Council endorsement of Stage 2 Report.
- Publish Final Report.

While Stage 2 of the Centre Plan project will update the 1995 City Centre Indicative Development Plan (as amended), more detailed conceptual and development planning over the remaining sectors will be undertaken on a project by project basis to be determined by the City, in conjunction with relevant stakeholders.
