Integrated Transport Plan
Meeting our Future Transport Challenges
The Rockingham Integrated Transport Plan (RITP) is a comprehensive strategy that provides a vision of all modes of transport in the City of Rockingham for the next 10 years. It incorporates strategies and actions to address the movement needs for people, goods and services in all parts of the City.
A transport vision was developed which builds on the key themes from the City’s Strategic Plan and focuses on the triple bottom line principles of Economic, Social and Environmental Sustainability.
A transport system that promotes sustainable regional development and economic activity in Rockingham through the efficient provision and operation of transport services and infrastructure, providing a high level of access to employment, social, educational and commercial activities and the efficient movement of freight.
A transport system that provides equitable access to the City’s services, facilities and cultural activities providing a choice of transport modes and enhancing the community’s lifestyle as well as the identity of Rockingham.
A balanced transport system that promotes the use of alternative transport modes, minimising pollution and protecting Rockingham’s unique environment.
To gather research for the report, a community consultation program was developed to encourage participation from a range of Rockingham community groups to identify important transport issues. A broad range of transport questions and concerns were identified through this process and the following key themes emerged:
- Integration of new land used and developing suburbs with the transport network to encourage a balanced transport system (Transit Oriented Design).
- Integration of land uses with Rockingham and Warnbro Stations and proposed future stations.
- Improved information availability for public transport.
- Improved public transport stop infrastructure.
- Improved access to local destinations by public transport (routes and frequencies).
- Upgrade of local and regional bicycle routes to provide improved access to local destinations and improved network connectivity.
- Improved pedestrian networks in older suburbs.
- Improved pedestrian infrastructure and access to local destinations.
- Increased congestions on key roads and at key intersections.
- Improved road safety.
A range of strategies and actions were developed as possible solutions to overcome the identified transport challenges. A workshop with Councillors in conjunction with community consultation identified high, medium and ongoing priorities.
The following strategies have been identified as high priorities for implementation within the next two years:
- Site Specific Road Safety Investigations
- Rockingham Bicycle Plan
- Pedestrian Plan
- Review of Station Access
- Update to Developer Guidelines – Transport Impact Assessments
- Town Planning Scheme Amendment – Car Parking (Cash in Lieu)
- Town Planning Policy Amendment – Car Parking (Consideration of on-street bays)
- Town Planning Scheme Amendment – Car Parking (Bicycle End of Trip Facilities)
- Community Transport Access Guide
The following strategies have been identified as medium priorities for implementation within the next five years. Some of these strategies require the completion of high priority strategies prior to their commencement:

- P.A.W. Strategy
- P.A.W. Closure Policy
- Project Selection – A Multi-Modal Approach
- Transport Accessibility Index
- Car parking Management Strategy
- Local Bus Services
- School Access Plan
- Network City Opportunity Review
- TravelSmart to School
- TravelSmart Workplace
- Community Based Approach to Local Area Traffic Management
- Bus Stop Audit
- Lobbying for Increased Off Peak Frequencies
- Lobbying for Accessible Buses
The following strategies have been identified for ongoing implementation. Some of these strategies are already being implemented by the City or do not require implementation in the short to medium term future.
- Green Travel Information Stand
- RCCTS Promotion
- Monitor Park and Ride Demand
Compiled over a period of 18 months, the RITP is a collaboration between the City of Rockingham and the Department for Planning and Infrastructure and was produced at a joint cost of $140,000. The RITP was prepared and developed by consultants WorleyParsons with support from Stevenson Consulting the City of Rockingham Engineering and Planning Departments.
