The City of Rockingham's Youth Services team is committed to assisting the social, emotional, psychological and physical development of young people through providing a professional youth friendly service that addresses the needs of young people. The Youth Service team provides a number of programs and services specifically tailored to the needs of young people such as:
- Where to go for Youth Services
Provides a range of useful, accessible, professional and youth-friendly services for young people and their families.
- Rockingham Outreach and Counselling Youth Service (ROCYS)
This free service is available for youth aged 12 to 18 and their families.
- Youth Outreach in Warnbro and Southern Areas (YOWSA)
Free and confidential support service for youth aged 12 to 24 living in areas south from Warnbro to Singleton and east to Baldivis.
- Youth Services Coordinator
Provides advice and direction to the Council and the community on youth matters.
- Youth Art Activities
Activities to help young people develop and broaden opportunities in art and cultural activities.

Where to go for Youth Services
The City of Rockingham has established The Station Youth Centre for youth and parents who live in the Rockingham community. The overall aim of the Station is to provide a range of useful, accessible, professional and youth-friendly services for young people and their families.
The Station consists of two buildings:
- The Station Youth Centre located at 4 Hefron Street in Rockingham
- The Station Youth Health Service located at 9 Baralda Court in Rockingham
The Station Youth Health Service - 9 Baralda Court, Rockingham
The Station Youth Health Service provides youth aged 12-24 with useful, accessible and professional health services. The aim is to provide a youth friendly service that assists young people with their social, emotional, mental and physical development. The current structure involves a range of local and metropolitan-based agencies providing services on various days during the week in the building, such as:
- Palmerston Alcohol and Drug Counselling/Information
- Community Nurses - Information on all health matters, free pregnancy tests, referrals to other youth agencies.
- Sexual Health Clinic - Information on all sexual health matters, free pregnancy tests and S.T.I. screenings.
- GP service provided by the Rockingham/Kwinana Division of GP's for all health matters, including information on pregnancy and access to contraception.
- Youth Focus Counselling: In the areas of suicide, self harm and depression
- YouthReach South: Counselling and support for at risk young people who are unable to access mainstream services
- Groups: Anger Management, Out There same sex attracted group
- YPAVE parenting group (young pregnant and very excited) - Information and support on pregnancy and parenting.

The Station Youth Centre - 4 Hefron Street, Rockingham
The Station Youth Centre provides young people and their families with a range of outreach, support, advocacy and referral services. Four Youth Workers are employed to conduct outreach services, follow up support, advocacy, referral and art and cultural services when required.
A Duty Officer is available Monday to Friday from 9am - 1pm who can accept referrals and will provide information as required. A full-time Coordinator for the Station Youth Centre ensures the smooth running of the Youth Centre. A Youth Arts Officer co-ordinates and organises a range of art and cultural activities for young people in Rockingham.
Rockingham Outreach and Counselling Youth Service (ROCYS)
This specialist program caters for young people between 12 - 18 providing advoacy, refferals and support on the following issues such as:
- Finance
- Health and sexual health
- Legal
- Accommodation
- Substance and Alcohol issues
- Employment and training
- Education
- Recreation
Other services offered include
- School visits and talks
- Outreach and street work
- School holiday activities
- Community development
- School holiday activities
ROCYS is based at the Station Youth Centre and operates a duty system Monday to Friday from 9.00am to 1.00pm. Information, referral or advocacy is provided during these times. If further support is required, e.g. case work (maximum 6 weeks duration); a referral is taken and presented at a weekly intake meeting. The young person is then informed of the outcome and an appointment made to assess their needs in more depth. Youth Workers also undertake outreach in locations such as shopping centres, skate parks and schools on various afternoons and Thursday evenings.

Youth and Family Services Provides people aged 12-18 and their families from the City Of Rockingham and Town of Kwinana with free short to medium term counselling and mediation, usually up to six sessions. This service is available Monday, every second Wednesday and Thursdays in areas such as:
- Anger/behaviour management
- Communication
- Grief/loss
- Bullying
- Depression
- Abuse
- Self harm/suicide
- Substance use
- Family conflict
- Anxiety
- Domestic violence
- Parenting
- Relationships
- Self esteem
Please note that counselling and mediation is only available by appointments.
An assessment is carried out with the client's permission that may include factors such as presenting issues, family history, current family functioning, etc. The Counsellor will observe confidentiality guidelines for intervention in relation to client information.
The Counselling and Mediation Service is flexible and able to see people in their home, venue of their choice. For more information or to make a referral contact 9528 8682.

The Coordinator of Youth Services has the responsibility of overseeing all of the above services and provides advice and direction to the Council and the community on youth matters while also ensuring that the youth of Rockingham have access to professional services.

Youth Art Activities
The Youth Arts Officer works with young people to develop and broaden their opportunities to access and participate in art and cultural activities and is responsible for:
- Developing new opportunities for young people and their culture to be celebrated and validated by the broader community.
- Coordinating a range of youth arts activities, programmes and projects across the year including FRISK, the Annual Youth Festival, the Youth Art and Culture programme, the Youth Space at the Rockingham Spring Festival, live music events, break dancing workshops and public and community art projects.
- Administrating the City of Rockingham's School Theatre Access Initiative, a funding programme available to local high schools providing financial assistance allowing students to access professional theatre.
The four main functions of the role;
- Consults and works with young people, encouraging self-determination in the arts
- Advocates for youth arts and culture within the community
- Facilitates existing and new youth arts events, activities and programs
- Provides advice and professional expertise to stakeholders, supporting the development, implementation and evaluation of youth arts and culture in the region
A key project is the development and coordination of the City of Rockingham’s annual youth festival, FRISK. Through FRISK and other projects, supports the development of young people’s cultural identity.
The Youth Arts Officer is also available to provide information, advice and support to organisations, groups and individuals, particularly young people, in the development of youth arts initiatives for the City including:
- Information and assistance in preparing funding submissions
- Assisting with project planning
- Providing informed support and guidance in youth arts projects, programs and festivals that are listed below:
- The Youth Arts Officer is responsible for developing and managing various programs, projects, initiatives and festivals. These include:
- The Annual week long Frisk Youth Festival
- The School Arts Access Initiative
- The Annual School Banner Competition
- The 'Act Up /Act Out' Youth Theatre Program
- The Kwinana, Rockingham and Mandurah Music team (KRAM)
- The Youth Space at the Spring Festival
- Various urban art murals and other visual art programs
- All age music events
